James Bond Briefcase Fights Terrorism

The WSJ recently ran a front page B1 article on a Raytheon First Responder truck. The article concluded with a NYFD quote to the effect - "these trucks are nice but the bottom line is if it was parked next to the WTC it would also be pancaked". As an alternative to "old school" vehicle mounted command systems, we would like to introduce the WSJ and world to our our TAC-PAK "Office/EOC in a Briefcase". Instead of all resources concentrated in a single vehicle(which is vulnerable to destruction), we have enabled creation of a "virtual EOC" where the resources are distributed over many briefcase sized packages. With the TAC-PAK, if one is "pancaked" the remainder continue to fully function.....


The TAC-PAK is easily configurable to meet specific agency needs. For example, we wireless networked 12 together for the Florida Department of Emergency Services, installed backpacking straps for transport via dirt bike for the CARE organization, and installed satellite videoconferencing for the US Army Corps of Engineers deployed in Israel, Bosnia and Afganistan.

JAMES BOND BRIEFCASE FIGHTS TERRORISM

September 1, 2002 - HERMOSA BEACH, CA--308 SYSTEMS (http://www.308systems.com/), a leader in communications and information systems design, today announced the State of Louisiana recently deployed 15 TAC-PAK portable integrated communications systems to their state bioterrorism response teams. This follows similar deployments by the US Army, Air Force, Florida and California.


Similar to the briefcases James Bond carries to vanquish foes, the TAC-PAK is a lightweight, battery powered, man portable communication system with full wireless communications functionality integrated into a small briefcase. The TAC-PAK operates as an independent and complimentary incident management system. Due to it's compact size and portability, you can take your entire emergency operations to the top of a building, the middle of a lake, or through streets blocked with tornado/hurricane/earthquake debris, ice, etc. From there, data and operations communications may be established with your vehicle data system or the world. Typical applications include Major Incident Management, HAZMAT, Natural Disaster Recovery, Search And Rescue, SWAT, Remote Structure Inspections, WMD Response, Field Data/Evidence Collection, Field Fingerprinting, Obtaining Field Search Warrants, Mobile Dispatch, etc.


For the first time, personnel operating in remote locations have full communications capabilities available to them anywhere(back seat of a car, picnic bench, emergency site, etc). Originally developed based upon California Highway Patrol emergency incident field operational requirements, current users include the American Red Cross, US ARMY, Air National Guard, Florida Office of Emergency Services, California Office of Emergency Services and many state/local emergency management organizations. Options available in the battery powered and modular TAC-PAK system include an environmentally secure carrying case, Pentium laptop computer, fingerprint capture, simultaneous RF data lines, color printer, fax, copier, digital still/video camera with voice annotation, document scanner, T1 speed wireless data transfer, cellular telephones, satellite telephones, radio modems, GPS system, GIS system, television receiver, and videoconferencing.


“TAC-PAK represents a paradigm shift in remote communications by enabling users to perform all traditional emergency incident communications functions out in the field,” said Mark Lueker, president of 308 SYSTEMS. “What we were seeing out in the field was a hodgepodge of communication technologies which were either impossible, expensive, or inconvenient for the typical user to integrate and operate in the field. Our original goal was to integrate the traditional incident communication capabilities into a lightweight and full function communication system capable of being carried by a single person to a remote location such as a hostage situation, brush fire, oil well, natural disaster or construction site. This “Office Anywhere” functionality was most recently selected by the Louisiana Department of Health and Human Services to support their bioterrorism rapid response Teams. These Teams are designed to quickly respond to a suspected bioterrorism act. Even if conventional power and communications infrastructure is destroyed in an attack, the TAC-PAK will enable the Louisiana Teams to enjoy worldwide communications and operational connectivity, including sending faxes, Internet connections, email, printers, fax machine, copy machine, video cameras, and more. Accordingly, the TAC-PAK systems support their logistics and administration operations. As a result, DHH personnel and relief supplies will be efficiently deployed to the impacted zones.


Using the TAC-PAK modular communications system from a remote site such as a rock or truck bed, government personnel can perform functions such as:
·    Connect via Satellite Telephone, Cellular, VHF/UHF Radio
·    Use video conferencing
·    Simultaneously send and receive faxes
·    Connect to dispatch centers, the Internet, etc.
·    Perform field fingerprinting
·    Print color documents
·    Digitally capture/annotate/transmit photos
·    Copy materials
·    Determine location and site features using Global Positioning System(GPS)/ Geographic Information Systems(GIS)
